Especially with extremely hard types of steel a ceramic sharpening steel is great because it is less aggressive than a diamond-coated sharpening steel, even though there are people who love the diamond-coated sharpening steel for exactly that reason.
Short answer is yes: paper, and much more so cardboard, are high impact items to a knife's edge. This is because paper items are abrasive to a point that they do a good job of making a blade edge dull. This is at least partially due to most paper being made from trees; and tree fibers are tough.
Never cut on glass, ceramic or countertops. Those surfaces are harder than a knife's edge and will quickly dull the blade. It's what you cut on that dulls knives, not what you're cutting.
Run the blade down the edge of the cardboard, moving it away from you in a sweeping motion. Repeat this process a few times and flip over the knife and repeat the process on the other side until the blade is sharp.
Sandpaper. Sandpaper is not necessarily an everyday item, but it's so inexpensive and versatile that it's an easy item to have around. The best grit will depend on the knife and how much you want to sharpen. If possible, start with a coarser grit and work your way up to a finer grit for maximum sharpness.

Sharpening Angle Too High
In practice, an angle that is only slightly too steep will not dull the edge. Only very high angles will create edges that feel dull. Sharpening at a slightly higher angle will actually speed up sharpening, but at the expense of maximum sharpness.
