Pitcher filters should be changed out every 3-4 months. If you leave filters in for any longer, you're introducing bacteria into what you're drinking. Tap would be better for you at that point.

Composting. If it's in compressed “carbon block” form, like one of our USC2000 filters, crush it up and mix it into compost or soil - it also works very well in pot plants. The carbon won't just sit in the soil passively but will positively add to it by increasing aeration, and water retention.

In most cases, water filters are usable one time and there's very little to be done to recycle them. Aside from the plastic that some of them have, water filters often have natural materials that will not harm the environment, so they are safe to throw away.
Not every filter can be reused; HEPA filters and soft, pleated filters usually cannot be reused based on their design. If the material is made with something like fiberglass, it is pointless to reuse the filter, because of how it traps particles. The truth is, the more powerful air filters are usually disposable ones.
