People of all ethnicities, including Caucasians, can have type 4 hair, although it is highly uncommon.
Type 4 hair is present amongst sub-saharan populations. But like others said, although it is rare, you can find people with coils and kinks, mostly 4a, in North Africa, the Levant, some southern European countries like Greece, Spain, Italy etc.
Caucasian hair
It is usually straight or wavy, although curls can be quite common too. Structurally, it has an oval cross section.
You have to have the right hair texture, and relatively few white people do. For some reason, it's slightly more common among Ashkenazi Jews, where the hairstyle was jokingly called a “Jewfro”. It was pretty common when I was in high school in the 1970's.

Characteristics of Type 4 Hair
Fragile - The dryness of the locks can cause it to be very fragile and prone to hair breakage. Frizz - As it is tougher to hydrate type 4 hair, it can suffer from frizzy hair.
White – A person having origins in any of the original peoples of Europe, the Middle East, or North Africa. Black or African American – A person having origins in any of the Black racial groups of Africa.

An afro can be any length, short or long, but it is different for everyone, especially depending on the person's race and ethnicity. Europeans and Asians will tend to have wavier, looser curls, so they usually cannot grow natural afros.
“Fine, coily hair” refers to a special combination of hair texture and hair type. Hair with a fine texture is thin and delicate, as each strand is thinner than a piece of thread. Hair that is coily is tightly wound and typically falls into the Type 4– or occasionally 3c– hair type category.
Z shaped curls - Curls which form a Z or very tight corkscrew shape have what is known as a coily hair type.
The Wavy Hair Type
It falls right in that sweet spot between straight and curly. While wavy hair is less likely to get excessive oil build up like straight hair, it is more prone to frizz. But a natural wave is actually a very desirable look with an amazing amount of natural volume and texture.
