Bleach is corrosive. It can eat erode, or eat away, metal surfaces. Don't use it on copper, stainless steel, aluminum, or other metals. And don't use bleach to get rid of rust, especially on fabric.
So the answer to the titular question is vinegar. Vinegar is better for cleaning. But that's because bleach isn't intended for cleaning, but for disinfecting. And, by the way, if you want to use bleach for disinfecting, make sure the area you want to treat is clean (and rinsed clean, if you used vinegar!) first.
For many years bleach, or sodium hypochlorite, has been used as an inexpensive universal disinfectant.
You should rinse the surface with water to get rid of bleach residue. You shouldn't leave bleach on a surface without rinsing it after it's had the dwell time to do its job.

While bleach is effective at removing germs from clean surfaces, it is harmful to health if digested or inhaled in an enclosed, warm environment, especially over a long period of time.
Bleach left behind on surfaces after cleaning, even when dried, can still be toxic.
Always dilute Clorox® Bleach with water first
First measure out your water, then measure the bleach and add it to the water. Undiluted bleach should never be used at full strength on any hard or soft surface.
That's because the sodium hypochlorite active in Clorox® Disinfecting Bleach breaks down into salt and water (a big part of what makes it so environmentally friendly). Also, note that undiluted bleach is mostly water – as the water evaporates, eventually salt crystals will remain.
Follow the directions on the bleach bottle for preparing a diluted bleach solution. If your bottle does not have directions, you can make a bleach solution by mixing: 5 tablespoons (1/3 cup) of bleach per gallon of room temperature water or. 4 teaspoons of bleach per quart of room temperature water.

The ideal way to sanitize dishes and cups is to run them through the dishwasher. Since a dishwasher cycles both hot water and hot heat during the drying phase, it's an effective way to get your eating utensils clean.
Procedures of Preparing/Using Diluted Bleach
Put on protective gear when diluting or using bleach as it irritates mucous membranes, the skin and the airway. Cold water should be used for dilution as hot water decomposes the active ingredient of bleach and renders it ineffective.

Bleach can also be added directly to your washing machine. Depending on the severity of the stain, add between one-third or two-thirds of a cup to the machine's bleach dispenser. If you're using a top-loading machine, pour the diluted bleach directly into the load about five minutes into the cycle.
