Un-activated MRE heaters pose a potential fire hazard if they become wet when turned in at a landfill site. MRE heaters must be disposed of in approved solid waste containers aboard the installation after they have been properly activated.
MRE heaters that have not been properly activated must be disposed of as hazardous waste. Disposing of an un-activated MRE heater in a solid waste container is against the law.
To make a flameless heater, magnesium dust is mixed with salt and a little iron dust in a thin, flexible pad about the size of a playing card. To activate the heater, a soldier adds a little water. Within seconds the flameless heater reaches the boiling point and is bubbling and steaming.

DIY Heating Methods
One option is to use hot rocks to warm up your MRE meal. Simply heat the rocks over a fire or in hot coals, wrap them in a cloth or aluminum foil, and place them next to your sealed MRE. The rocks will gradually transfer heat to the meal, giving it a gentle warmth.
The shelf life is highly related to the storage temperature. For example, if stored at 120 ºF or 48.9 ºC (a temperature that could be encountered on desert battlefields), the MRE should be used within a month. Stored at 60 ºF (15.6 ºC), an MRE can last 7 years or more.
Both types of food heaters are non-toxic and safe to use. Spent food heaters can be easily disposed of as household trash.
Heating MREs in Boiling Water
Remove the MRE pouch from the outer cardboard box and place MRE retort pouch into the boiling water. Heat MRE pouch in water at a slow boil for several minutes (5–8 minutes).
Once activated and cooled then the FRH can be disposed of via ordinary household waste.

Background: Subject units are water activated devices for warming military Meals, Ready-to Eat (MRE). Dehydrated Foods - Has 90 to 95% of it's moisture removed and is more susceptible than freeze dried food to spoilage over time, but takes less water to re-hydrate. MRE Meals Ready to Eat - Has all moisture intact and requires no water to eat. It will be heavier calorie for calorie.
